Background

The Amal Center for Advocacy and Recovery, in partnership with «Synergy for Justice», issued a practical guide to support Syrian women, particularly the families of the forcibly disappeared and survivors of detention, in protecting, reclaiming, and exercising their rights to housing, property, and use. The guide was developed based on a legal review and field consultations with lawyers, experts, and survivors.

  • Identification of six main legal challenges: loss of documentation, lack of property registration, property seizure, limited access to fair judiciary, cost of legal representation, and lack of rights awareness.
  • Fact sheets and practical steps for preserving evidence, legal powers of attorney, and civil records, as well as documenting and registering events.
  • Guidance on using available judicial and administrative mechanisms inside Syria and, where possible, in host countries.

Practical Recommendations

  • Collect civil records, title deeds, and powers of attorney, and store secure digital copies.
  • Register civil events and property promptly, and minimize risks through certified legal authorizations.
  • Integrate the issue of housing and property restitution into any future transitional justice process and compensation programs.
